Can you bring the front of the pull out rack flush with the face frame on overlay cabinets and not have to use a filler slab?
No, the filler rack does not have any finished face to it. There must be at least a filler strip (which is flush with the face frames of the adjacent cabinets) or a filler strip and then an overlay filler which mounts to the filler strip and becomes flush with the overlay doors on the adjacent cabinets.
